I hope this note finds you well. As the Chairman of Ibadan South West Local Government, I am committed to ensuring that our students receive the best possible education. Last Tuesday, we visited the museum, which was a beautiful experience. The artifacts and exhibits showcased the rich history and culture of our nation.

As the great philosopher, Aristotle (384-322 BCE), once said, "Education is the best provision for the journey to old age." Summer coaching classes are an excellent opportunity for our secondary school students to gain a head start in their academic journey.

According to John Dewey (1859-1952), "Education is not preparation for life; education is life itself." Our summer coaching classes will provide students with a comprehensive review of their previous year's work, preparation for upcoming exams, and a chance to explore new subjects.

By attending these classes, students will gain:

- Improved understanding of difficult subjects

- Enhanced problem-solving skills

- Boosted confidence and self-esteem

- Better time management and study habits

- Exposure to new ideas and perspectives

Today marks a historic milestone in Nigeria’s journey toward disability inclusion and civil rights. It is the fourth anniversary of establishment of the National Commission for Persons with Disabilities (NCPD), founded on August 20, 2020, by Muhammadu Buhari, the then President of the Federal Republic of Nigeria. 

This year, the NCPD embarks on a new chapter with the inauguration of Hon. Chief Barr Ayuba Burki Gufwan as the new Executive Secretary.

The previous administration of the NCPD, was marred by controversy and discontent. Allegations of infighting, impunity, corruption, unconstitutional, unethical and immoral practices have plagued the disability community, exacerbating repression, retaliation, persecution, toxic, stressful, traumatic and even torture of Persons with Disabilities (PWDs) to death. 

The community now looks to Hon. Chief Barr Ayuba Burki Gufwan to steer the Commission back on course and restore sanity, trust and integrity.

In a show of solidarity and support, the Pioneers of Nigeria’s National and International Disability Civil Rights Movement and Policy Changers, led by Lady Omotunde Ellen Thompson, paid a courtesy visit to the new Executive Secretary. Lady Thompson, revered as the Mother of Disability Civil Rights Movement in Nigeria, was accompanied by a delegation that included notable figures such as Dr. Lengnen Jurmang, Executive Director of the Plateau State Disability Civil Rights Commission; Mr. Hosea K. Bitrus, a frontline advocate for the Plateau State Disability Rights Law of 2005; Mr. Shindol Aaron Adamu, State Chairman of Plateau State JONAPWD; Engineer Ernest Anozie, Disability Desk Officer in the Federal Ministry of Commercialization, Innovation, and Digital Economy and Makop Masok who happened to be right standing advocate noted for boldness in speaking truth to injustice irrespective of whose ass is gored.  Master Nuhu, who is one  of our at Risk child was also in attendance. 

Also present was Job Napoleon, known as "Hurricane," who serves as the convener of the Pioneers of Nigeria’s National and International Disability Civil Rights Movement and Policy Changers, President of the Voice of the Voiceless for PWDs in Nigeria, a Critical Stakeholder/Member of the All Progressive Congress (APC) (Etomi ward in Etung LGA of Cross River State, Nigeria), and an Academic Don at the University of Calabar.

 Chief Eric Ndubueze Ufom, President and Founder of Equal Rights for Persons with Disabilities International, Inc (ERWPDI) (aka Equal Rights for Persons with Disabilities Initiative (ERPWDI), was also recognized for his pioneering role in the international disability rights movement.

During the visit, Job Napoleon delivered a powerful message to the new Executive Secretary, emphasizing the urgent need for a comprehensive restructuring of the NCPD to achieve optimal productivity.

 He called for a four years forensic audit with the inception 2020-2024 of the Commission to assess the extent of the liabilities and damages inherited from the previous administration. He stressed that the audit is necessary to expose and address the corruption and inefficiencies that have plagued the NCPD. 

Napoleon further advised the new Executive Secretary to resist any pressure from influential individuals attempting to thwart the forensic audit. He highlighted the importance of redeploying or removing directors and staff whose tenures have expired or who were improperly appointed, noting that the Commission's workforce should predominantly comprise of PWDs.

The delegation also underscored the need for training of all NCPD staff, on UNCRPD-Protocol, African PWDs-SDGs, 2030 Agenda, Nigerians with Disabilities Act and also engage them in continuous training to better understand the behavioral patterns and peculiarities of PWDs. Napoleon proposed that the NCPD partner with Equal Rights for Persons with Disabilities International, Inc (ERWPDI) to implement training programs based on toolkits developed by the United Nations for Africa. 

He said Chief Ufom, was the one who directly represented Nigeria and the African region during its launching by the UN DSPD/DESA and was given the authorization to use it in Africa countries. 

In addition, Napoleon urged the new Executive Secretary to retrieve and revise the ongoing amendment of the National Discrimination Against Persons with Disabilities (Prohibition) Act 2018. He argued that the amendment should align with international standards, such as the Americans with Disabilities Act of 1990, and include provisions on retaliation, repression, persecution, and torture, which are endemic and being practiced with impunity in Nigeria without any meaningful questions asked.

Napoleon also called for the harmonization of disability rights laws across Nigeria into a one law that covers all the state and not each state having their law. Currently only 22 out of 36 states have domesticated their disability rights laws, with some failing to establish a commission for PWDs.

 He encouraged the Executive Secretary to seek foreign funding to supplement the government’s budget for addressing the challenges faced by PWDs and not depending on annual allocations, as that will not be enough in addressing the magnitude of challenges PWDs in Nigeria are facing.

The solidarity visit marked a hopeful beginning for the NCPD under its new leadership, with high expectations for a transformative tenure that will prioritize justice, accountability, and the well-being of Nigeria's disability community.

As a,young boy growing up in ososami ,an area separated from the famous and first stadia in Africa, liberty stadium 

I was so used to entering the stadium after each day lesson to watch athletes training with the best facilities on ground

You will see hockey ball pitch , volleyball ball pitch, wrestling gym , beautiful standard basket ball court, lawn Tennis court, one of the best swimming pools with international diving boards (still there ,but in shambles) 

At the main bowl ,  beautiful track and field

I used to see Athletes practising Discuss  , short put ,javelin throwing , weightlifting gym etc 

But the first thing I.noticed was that due to  lack of good encouragement , non availability of quality organised competitions in and around the country, lack of sponsors unlike football ,killed the interest from the heart of the Athletes 

On gymnastics, we find it difficult  producing the best in Africa ,why? Because we couldn't see beyond our noses

We have very good set of small young boys who are good in acrobatic display in ibadan here ,from Ayelabola masqurade clan ,

We should pick like 5-10 of them, take them to either china or America gymnastics schools train them for like 3-5 years bring them.back and take them.to.the olympics

On the issue of the liberty stadium,our commissioner for sport can start looking for sport sponsors ,get talents for all sports and get quality competitions with good sponsors that your good office will work on

Lastly, I heard that our Excellency,amiable governor seyi Makinde has taken.over the repair and control of liberty stadium on behalf of oyo state. kindly work on that to make things work fast and your name shall be written in god

We can start from.winning laurels at the National sports competitions ,fighting it out with states like Delta, lagos and Rivers for the top spot

ABUJA – The Chairman, House of Representatives Committee on Information and Communications Technology (ICT) and Cyber Security, Hon. Adedeji Dhikrullahi Olajide, has clarified the provisions of the Cybersecurity Act, assuring Nigerians of his commitment to their well-being.

In a statement by the Special Adviser on Media and Public Affairs, Tolu Mustapha to Hon. Adedeji Dhikrullahi Olajide, the concerns raised by various stakeholders, including citizens, government agencies, and private organizations are being addressed with the Thursday’s suspension of the implementation of the cyber security Levy.

According to him, the Cybercrime (Prohibition, Prevention, etc.) (amendment), signed into law in 2024, aims to protect Nigeria’s digital space from cyber threats, promote cybersecurity awareness, and establish a framework for incident response.

It will be recalled that a circular from the apex bank on Monday disclosed that the implementation of the levy would start in two weeks time.

The circular directed to all commercial, merchant, non-interest and payment service banks, among others, revealed that it was a follow-up on an earlier letter dated June 25, 2018 (Ref: BPS/DIR/GEN/CIR/05/008) and October 5, 2018 (Ref: BSD/DIR/GEN/LAB/11/023), respectively, on compliance with the Cybercrimes (Prohibition, Prevention, Etc.) Act 2015.

Hon. Adedeji Olajide, who chairs the committee overseeing the implementation of the Act, emphasized that the legislation is designed to strike a balance between national security, citizens’ rights, and economic growth.

Our goal is to create a safe and secure digital environment for all Nigerians, while also respecting their privacy and freedom of expression,” he said.

Hon. Olajide, who acknowledged that some provisions of the Act has raised concerns among citizens, who fear potential infringement on their rights and freedoms while addressing the issue of cybersecurity levy, which has sparked debate among stakeholders explained that the levy is intended to fund cybersecurity initiatives, including awareness campaigns, capacity building, and incident response.

The levy will be a small percentage of telecom operators’ revenue, and will not burden citizens or businesses,” he assured.

He further dis-abused concerns about potential abuse of power, and highlighted the establishment of an independent Cybersecurity Council, which will oversee the implementation of the Act.

The Council will comprise representatives from various stakeholders, including government agencies, private sector organizations, and civil society groups, to ensure transparency and accountability,” he said.

Olajide also stated further that the Act makes provision for the safeguard and protection of citizens’ privacy.

“Any surveillance activities will be subject to judicial oversight and must meet strict criteria to ensure that individual rights are not violated,” he said.

The committee chairman also acknowledged concerns about the potential impact on small and medium-sized enterprises (SMEs), which are the backbone of Nigeria’s economy.

“We are working with relevant agencies to ensure that SMEs are not disproportionately affected by the levy or other provisions of the Act,” he assured and reaffirmed his commitment to the well-being of Nigerians, “As Chairman of this committee, I am dedicated to ensuring that the Cybersecurity Act serves the interests of all citizens, while also supporting economic growth and national security.”

Tolu Mustapha, a seasoned media professional with over 20 years experience in Broadcast Journalism and conventional media practice, brings a wealth of expertise to his new role.

With a specialization in Political Communication and Public Affairs management, Mustapha has worked with top media organizations, including the Nigerian Television Authority (NTA) between 2009 and 2012, and was the Oyo state correspondent for City People magazine until 2014.

He has also served as a political communication consultant in various capacities and was a Protocol officer and Media Assistant to the late former Governor of Oyo state, Otunba Adebayo Alao-Akala from 2015 to 2022.

In addition to his extensive media experience, Tolu Mustapha holds an LLB degree in Law and a Post Graduate Diploma in Criminology and Security Studies from the National Open University of Nigeria.

He recently completed a professional Master of Science Degree in Legal Criminology and Security Psychology (M.Sc. LCS), from the University of Ibadan and is currently pursuing his LLM degree in Law from Leadcity University, Ibadan.

He is an Associate of the Chartered Institute of Arbitration (U.K), Institute of Chartered Mediators and Conciliators and an HIIT certified Project Management Professional.

While Hon. Kunle Akindele, the newly appointed Special Adviser on Special Duties, a seasoned politician and former councillor in Ibadan South West Local Government brings a wealth of experience in public service.

He studied Computer Science at the Polytechnic, Ibadan and is a certified International Diplomat, Protocol & International Conflict Resolution expert with certification from La Plage Meta Verse.

He has a record of remarkable delivery, community development, deeply rooted in grassroot advocacy, leadership, social entrepreneurship, politics and governance both within and outside the country.

Kunle Akindele has provided comprehensive, administrative, operational and managerial support to various organizations and governments.

In a landslide victory, candidates of the People’s Democratic Party (PDP) have secured the chairmanship positions in 33 local government areas of Oyo State on Saturday, 27th April, 2024. This resounding win comes as a testament to the party's widespread support and effective campaign strategies leading up to the elections.

Notably, the PDP's success was further bolstered by the overwhelming support from people with disabilities, thanks to the community organizing initiative spearheaded by Ambassador Olusegun Oyedeji Abayomi, Oyo State's foremost disability leader.

Ambassador Olusegun Oyedeji, Oyo State’s foremost disability leader and sports administrator, has expressed great appreciation to Oyo State Governor Seyi Makinde for providing free public transportation to thousands of people with disabilities in the state.

Toward the end of 2023, the Oyo State Government, as part of palliative measures to cushion the effects of naira and fuel scarcity on residents of Oyo State, implemented the Omituntun 2.0 bus that he had promised to Oyo residents under the “Sustainable Actions for Economic Recovery” (SAfER) initiative. 

This initiative was designed to improve the city’s mobility and alleviate the challenges that come with subsidy removal.

Although the state government rolled out the fares and list of intercity and intracity routes of Omituntun buses, the governor has formally exempted people with disabilities from paying a kobo. With a government-issued identity card for persons with disabilities under the aegis of Oyo State Agency for People with Disabilities, no single ID-carrying disabled person will pay a fare to enter Omituntun buses in the state. 

The ID card is the condition attached to enjoy free public transportation.

Branded under the umbrella of “Sustainable Actions for Economic Recovery”(SAFER), this initiative bolsters the city’s intracity mobility and introduces intercity connectivity, linking Ibadan to various zones.

Oyedeji expressed his profound gratitude and appreciation for the remarkable initiative taken by the Makinde administration in providing free public transportation to thousands of people with disabilities in Oyo State, adding that this commendable effort reflects the governor’s commitment to inclusivity and social welfare, and it has undoubtedly made a significant positive impact on the lives of many.

The ambassador expressed that the decision to extend this service to people with disabilities showcases a deep understanding of the challenges they face in accessing public transportation. By eliminating financial barriers, the governor has not only made daily commuting more accessible but also fostered a sense of dignity and independence among this often marginalized group.

All disability clusters, including the Deaf, the Blind, the physically challenged, people with albinism, and significant others, will use the Omituntun 2.0 buses free of charge statewide.

 

The provision of free public transportation is a testament to this administration's dedication to creating an inclusive and compassionate society. It goes beyond just policy implementation; it reflects a genuine concern for the well-being and empowerment of all citizens, regardless of their physical abilities.

As a resident of Oyo State and a native of the Ibadan South West Local Government Area of Ibadan, the Ambassador said he and his community were proud to witness such progressive and empathetic governance, adding that the current state leadership sets a remarkable example for others to follow.  “I believe that initiatives like these contribute significantly to the overall development and well-being of our beloved state.” He enthused.

On behalf of the Oyo State disability community, the disability leader and administrator thanked Governor Engr. Seyi Makinde for his unwavering commitment to the welfare of the marginalized people of Oyo State. “Your actions resonate deeply, and they inspire hope for a more equitable and inclusive future.” He concluded.

Hon. Oyedeji Olusegun Abayomi spoke with the South West Oyo State disability community about the significance of the 2024 Southwest LG Election. At UMC Primary School, Molete, Ibadan, the Deaf leader and administrator delivered a compelling message to party members about the coming election and the role of people with disabilities in ensuring PDP victory and shared prosperity. 

From Ibadan South-West LG Areas 1 to 12 ward, the community leader emphasised the importance of collective effort and charged party members and people with disabilities to actively contribute towards the success of the PDP in the upcoming local government elections. He reminded the people of the reelection of Governor Seyi Makinde and urged them to do the same for the coming Southwest LG election across wards. 

He thanked them for joining him yesterday 24th of February 2024 to discuss a topic that is close to his heart and crucial for the democratic fabric of our society - the importance of ensuring that every voice is heard, regardless of ability. Hon. Oyedeji Olusegun Abayomi addressed the vital role that individuals with disabilities play in shaping our society’s future through the power of their vote.

“In our diverse and inclusive In society, it is imperative that we recognize and embrace the unique perspectives and contributions of every citizen. People with disabilities are an integral part of this mosaic, and their experiences, concerns, and aspirations deserve equal consideration in the political landscape.” He stated.

Hon. Oyedeji Olusegun Abayomi confessed he was looking forward to the elections of members of the PDP. According to him, “Our democracy thrives when all its participants actively engage in the electoral process. Voting is not just a right; it is a responsibility that empowers us to influence the policies and decisions that shape our communities and nation. However, I am aware that individuals with disabilities may face additional challenges when it comes to exercising this fundamental right.”

He discussed the importance of voting accessibility. “It is our duty as a society to ensure that voting is accessible to everyone. This means addressing physical barriers, providing accommodations, and fostering an inclusive environment at polling stations. I am committed to advocating for legislation and policies that enhance accessibility and eliminate obstacles, making it easier for individuals with disabilities to cast their votes with confidence.”

He called upon every citizen, regardless of ability, to exercise their right to vote. By doing so, they not only honour the principles upon which our democracy was founded but also ensure that the decisions made by our government are reflective of the diverse tapestry of our nation.

He urged people with disabilities to work together to break down barriers, promote inclusivity, and build a society where every voice matters. The power to shape our future lies in the hands of every one of us, and it is through their collective participation that we will create a more just, compassionate and inclusive society for all.
